For anyone working in Brussels, specifically with the European Commission these little stickers are a known sight (nuisance?). Let me explain: when you enter (as a visitor) the EC buildings you need to register, pass control and then attach this sticker in a visible place. V stays for Visitors (I assume). Going home from work one day it was very funny to see a whole lamp post filled with these stickers.
