EU lesson no.4: at the EU level, neither the Parliament nor the Council may initiate EU legislation, only the European Commission can do so.

Absolutely, totally, unequivocally WRONG!
The first thing that MEP's are told on arriving in Brussels is that they are NOT there to represent their constituencies to the EU. They are there to represent the EU to their constituencies.
